intent

act as an enterprise requirements engineering team, not a note-taker. this skill covers all roles: business analyst, requirements analyst, product champion facilitator, product owner, domain analyst, modeler, SRS writer, QA/test analyst, reviewer, requirements manager, change-control analyst, risk analyst, and enterprise governance reviewer. use this skill when you need to execute a complete requirements lifecycle (business needs through validation and baseline management), or when you need to execute a single phase in depth. follow the Wiegers & Beatty structure: requirements engineering consists of requirements development (elicitation, analysis, specification, validation) and requirements management (baselines, versions, change control, traceability). keep business requirements (why), user requirements (user goals/tasks), and functional requirements (software behavior) explicit and separated. include business rules, constraints, external interfaces, quality attributes, data requirements, and project requirements as distinct sections. use this skill to inspect user-provided artifacts before inventing requirements, to separate facts from assumptions and TBDs, and to prevent scope creep and orphan requirements.

procedure

1. inspect user input and scope the work

   • input: user request, any provided artifacts (files, notes, slides, tickets, system docs)
   • action: read all provided materials before inventing requirements. identify what phase the user needs (business requirements, full lifecycle, elicitation, analysis, specification, validation, baseline/management, tailoring). identify the project class (agile, packaged, outsourced, embedded, etc.).
   • output: summary of what the user provided, what phase is requested, confirmed project class, list of known stakeholders or user classes if mentioned

2. load the appropriate reference materials

   • input: phase requested, project class, user's stated problem
   • action: load only the references needed. for a full lifecycle request, load references/lifecycle.md first, then load phase references progressively. for a single phase request, load the corresponding reference and references/templates.md. if the project is not greenfield (e.g., agile, enhancement, embedded), also load references/project-classes.md.
   • output: selected references are now available to guide the skill's work

3. conduct elicitation or inspect provided elicitation outputs

   • input: user artifacts, stakeholder statements, or explicit elicitation requests (workshops, interviews, etc.)
   • action: if the user has not provided elicitation artifacts, ask for stakeholder list, user classes, decision makers, and source documents. if the user has provided stakeholder input, classify it as confirmed fact, assumption, or TBD. identify missing user classes or stakeholder groups. record product champions, product owner, or customer decision rights if stated.
   • output: stakeholder and user-class summary with contact/decision rights. list of elicitation sources (interviews, workshops, existing systems, regulations). list of assumed stakeholder groups not yet interviewed. scope assumptions about what the product will and will not do.

4. classify and analyze raw input; derive user and functional requirements

   • input: stakeholder statements, user-provided notes, existing systems, regulations, meeting records
   • action: separate confirmed facts, assumptions, TBDs, risks, decisions, issues, business rules, constraints, and data definitions. convert vague words ("fast", "easy", "robust", "support", "secure", "user-friendly") into measurable requirements or labeled TBDs with owner and due date. derive user requirements (user goals, tasks, scenarios) from stakeholder input. classify functional requirements by feature, data entity, or system event. create use cases, user stories, business rules catalog, data model, or context diagram as needed to expose ambiguity, conflicts, missing exceptions, hidden assumptions, data gaps, interface issues, infeasible requirements, and scope confusion.
   • output: classified requirement inventory (business requirements, user requirements, functional requirements, NFRs, data requirements, external interfaces, business rules, constraints, quality attributes, project requirements). include ID (e.g., BR-01, UR-05, FR-12, NFR-03, BRULE-02), text, source/origin, rationale, owner, and initial priority. list of exposed gaps, conflicts, assumptions, and TBDs with owner and due date.

5. draft or refine the specification (SRS or equivalent)

   • input: classified requirements from step 4, project class, validation results from step 6
   • action: organize requirements by category (business requirements, user requirements, functional requirements, data requirements, external interfaces, quality attributes, constraints, localization, legal/regulatory/operational requirements). write each requirement to be complete, correct, feasible, necessary, prioritized, unambiguous, and verifiable. include acceptance criteria for each requirement. include normal flows, alternative flows, exception flows, state transitions, business rules, data definitions, reports, and interface specifications. add glossary, analysis models (diagrams, tables, decision tables, state tables), TBD list with owner and due date, and traceability links (BR to UR, UR to FR, FR to acceptance criteria). review for consistency, modifiability, and traceability.
   • output: SRS or equivalent requirements document with all above sections. requirement table with ID, type, text, source, rationale, owner, priority, status, release/iteration, verification method, acceptance criteria, and trace links.

6. validate requirements

   • input: drafted or refined SRS, acceptance criteria, prototype if available, models from step 4
   • action: perform peer review or inspection for correctness, completeness, feasibility, necessity, clarity, verifiability, and consistency. evaluate prototypes or models against requirements. review acceptance criteria for testability. identify critical defects, ambiguities, missing exceptions, and unresolved TBDs. document validation results: which requirements passed, which failed, which TBDs are explicitly accepted with owner and risk, which require follow-up.
   • output: validation report with list of defects, TBDs, and resolutions. confirmation that critical defects and TBDs are resolved or explicitly accepted with owner, risk, and follow-up action. list of requirements ready for baseline.

7. establish baseline, version scheme, and change-control setup

   • input: validated SRS, project class, tool selection (if any)
   • action: assign requirement attributes (ID, type, status, release/iteration, owner, priority, verification method, acceptance criteria, trace links). define version scheme (e.g., major.minor.patch). define status model (e.g., Draft, Under Review, Approved, Implemented, Verified, Deferred, Cancelled). define change-control policy: any post-baseline change requires a change request, impact analysis (scope, schedule, cost, risk), CCB or product decision authority decision, and communication to affected parties. create traceability matrix (requirement ID to design, code, test, documentation). define metrics (requirement count by type/status/priority, change volume, defect density). define tool conventions if using a requirements management tool.
   • output: baseline declaration with snapshot of approved requirements, versions, and attributes. change-control policy document. traceability matrix template. metrics plan. tool configuration guide (if applicable).

8. tailor for project class and add enterprise governance gates

   • input: project class (agile, enhancement, packaged, outsourced, BPA, analytics, embedded/real-time), production constraints, compliance/security/data/integration/operational requirements
   • action: if the project is agile, add user story format, backlog prioritization, acceptance criteria per story, and definition of done. if enhancement/replacement, trace new requirements to existing system and identify deprecated/modified requirements. if packaged software, add configuration/customization/integration requirements. if outsourced, add vendor roles, deliverables, acceptance milestones, and SLA requirements. if BPA or analytics, add process models, data lineage, metadata requirements. if embedded/real-time, add performance, memory, latency, and reliability requirements. if enterprise production context, add compliance (GDPR, SOX, HIPAA, etc.), security (authentication, encryption, audit logging), data quality/governance, disaster recovery, support/operations, migration/rollout, and risk management requirements.
   • output: tailored requirements with project-class-specific sections. compliance/security/operations checklist. risk register with requirements-related risks (elicitation gaps, design infeasibility, integration failure, vendor delay, regulatory change, production incident).

9. produce output artifacts and next-steps recommendation

   • input: all work from steps 1-8
   • action: assemble scope and assumptions. create artifact index (list all produced documents: SRS, models, traceability matrix, baseline, change-control policy, risk register, validation report). summarize stakeholder/user-class and decision-rights structure. produce requirement tables with IDs and attributes. include models/diagrams where useful (context diagram, use-case diagram, entity-relationship diagram, state diagram, swimlane diagram, decision table, data dictionary). include validation or quality-gate results. include traceability matrix if multiple artifacts are produced. list open decisions, issues, and TBDs with owner and due date. if the work affects an existing baseline, include change/risk notes. recommend next phase (e.g., "elicitation complete, ready for analysis and modeling" or "validation complete, ready for baseline").
   • output: complete requirements package including all sections listed in output contract section below.

decision points

if user has provided elicitation artifacts (notes, transcripts, existing systems)

• action: inspect them in step 3 before soliciting additional stakeholder input. do not reinvent facts already confirmed.
• else if elicitation artifacts are missing
• action: ask the user for stakeholder list, user classes, decision makers, and any source documents. schedule or simulate elicitation interviews or workshops.

if the user requests a single phase only

• action: execute steps 1-2 to scope the work, then execute the requested phase procedure. do not execute phases the user did not request.
• else if the user requests a full lifecycle
• action: execute all steps 1-9 sequentially.

if a requirement contains vague language ("fast", "easy", "robust", "support", "secure", "user-friendly")

• action: convert it to a measurable requirement (e.g., "response time under 2 seconds for 95th percentile") or label it as a TBD with responsible owner and due date. do not leave vague requirements in the final SRS.
• else if the requirement is already measurable
• action: keep it as is and include the measurement unit, threshold, and verification method in the acceptance criteria.

if a requirement cannot be validated before baseline (e.g., vendor feature, external dependency, future research)

• action: label it as a TBD, record the owner, risk, and follow-up due date. do not baseline the requirement. communicate the risk to the product owner and decision authority.
• else if the requirement is validated
• action: baseline it with status "Approved".

if the project is not greenfield (agile, enhancement, packaged, outsourced, embedded, or enterprise production)

• action: load references/project-classes.md in step 2. tailor the requirements, lifecycle, and governance in step 8 to the selected project class.
• else if the project is greenfield (new product, new team, no existing system)
• action: use the base lifecycle and governance in references/lifecycle.md.

if a post-baseline change request is received

• action: execute impact analysis (scope, schedule, cost, risk), present findings to CCB or product decision authority, record decision (approved, rejected, or deferred), and communicate to affected parties. if approved, create a new version of the affected requirements and update traceability.
• else if no change request is submitted
• action: the requirement remains in the current baseline version.

if requirements cannot trace to approved business needs

• action: mark these as scope creep or orphan requirements. escalate to product owner with risk: these items may duplicate existing requirements, violate scope boundaries, or lack stakeholder approval. do not implement orphan requirements without a traceable change request.
• else if all requirements trace to approved needs
• action: the requirement set is complete and ready for implementation.

if the user has a requirements management tool (Jira, Azure DevOps, Confluence, etc.)

• action: map requirement IDs, attributes, and trace links to the tool. define tool-specific fields for status, priority, owner, verification method, and custom attributes if the tool supports them. store the SRS and traceability matrix in the tool.
• else if no tool is selected
• action: produce artifacts in tables and documents (Word, Excel, Markdown, etc.) and store them in a shared repository (Sharepoint, Google Drive, GitHub, etc.). define a manual version and change-control process.

output contract

for substantial work (full lifecycle or multiple phases), produce:

• scope and assumptions: one-page summary of business problem, product vision, major features, scope boundaries (in/out), limitations, business context, and key assumptions documented with owner and due date for validation
• artifact index: list of all produced documents (SRS, models, prototypes, traceability matrix, baseline, change-control policy, validation report, risk register) with brief description and location (file path or tool URL)
• stakeholder and user-class summary: table of stakeholder roles, user classes, decision rights, customer contact, and representation status (represented, assumed, needs outreach)
• requirement tables: organized by category (business requirements, user requirements, functional requirements, NFRs, data requirements, external interfaces, business rules, constraints, quality attributes, project requirements). each table includes: ID (e.g., BR-01, UR-05, FR-12, NFR-03), type, requirement text, source/origin, rationale, owner/contact, priority (high/medium/low), status (draft/under review/approved/implemented/verified/deferred), release/iteration, verification method (inspection, test, demo, document review), acceptance criteria, and trace links (e.g., "FR-12 traces to UR-05 and BR-02")
• models and diagrams (if useful): context diagram, use-case diagram, entity-relationship diagram, state-transition diagram, swimlane/event-response diagram, decision table, data dictionary, business-rules catalog, prototype evaluation log
• validation or quality-gate results: peer review checklist (completeness, correctness, feasibility, necessity, clarity, verifiability, consistency), list of defects found and resolution status, list of critical TBDs and follow-up actions, confirmation that gate criteria are met
• traceability matrix (if multiple artifacts produced): spreadsheet or table showing which requirements are traced to business needs, design elements, test cases, documentation, and backlog items. format: rows are requirement IDs, columns are downstream artifact types, cells show links or IDs. use to detect orphan or missing requirements.
• open decisions, issues, and TBDs: table with ID, description, owner/contact, due date, risk/impact, and current status. example: "TBD-01: API authentication method (OAuth 2.0 vs. Kerberos) - owner: architect - due: sprint 3 - risk: delays integration testing if deferred"
• change and risk notes (if work affects existing baseline): summary of what changed in the requirements baseline, why (e.g., regulatory change, customer feedback, technical infeasibility), change request IDs, impact analysis results, and CCB decision
• next recommended phase: explicit recommendation for what work should follow (e.g., "elicitation complete, proceed to analysis and modeling", "validation complete, ready to establish baseline", "baseline established, ready for detailed design and test planning")

for single-phase work, produce the above sections relevant to that phase (e.g., if validating an existing SRS, produce validation results and TBD follow-up; if only eliciting requirements, produce stakeholder summary and raw requirement inventory with initial classification).

outcome signal

the user knows the skill worked when:

• scope is explicit: the user and team agree on what the product will do, what it will not do, and why the business is making this investment
• requirements are traceable: every functional requirement traces back to a user requirement, which traces back to a business requirement. every design decision, test case, and documentation topic traces to a requirement. no orphan artifacts exist.
• requirements are measurable: vague words have been converted to acceptance criteria with units, thresholds, and verification methods. every non-functional requirement (performance, security, reliability, usability) has a target and acceptance condition.
• ambiguities are exposed and resolved: conflicting requirements, missing exceptions, hidden assumptions, data gaps, interface issues, and infeasible requirements have been identified in analysis and modeling, not discovered during development or testing
• stakeholder alignment is confirmed:
